WASHINGTON, DC — What happens when money donated by good people meets bad actors on the ground? According to Tom Wegner, in a post on X, the answer reveals a harsh reality of civil society funding in high-risk zones.
A license is not a delivery route
Wegner describes a common scenario: a non-governmental organization secures a legal U.S. Treasury Office of Foreign Assets Control (OFAC) license to support human rights or education inside a heavily sanctioned regime. Yet traditional banks refuse to touch the wire.
Forced into informal channels, he says, up to 50% of funds can be extorted by local cash brokers, leaving no audit trail and putting local partners in grave danger.
The closed-loop answer
At Project Aftab, the post says, the team built a “hyper-compliant, closed-loop digital infrastructure” to solve this last-mile bottleneck, ensuring aid reaches grassroots initiatives with absolute recipient privacy and institutional-grade compliance.
