Lebanese Attorney Calls for Historic Lebanon–UAE Strategic Partnership
Joy Lahoud argues a UAE alliance could spark Lebanon’s economic renaissance — and that Abraham Accords could pave the way for a lasting Israel-Lebanon peace.
A prominent Lebanese attorney is making the case that Lebanon stands on the threshold of a transformative partnership with the United Arab Emirates — one that could reshape the country’s economy, governance, and regional standing.
Lebanese attorney Joy Lahoud took to social media to outline a sweeping vision for a Lebanon–UAE partnership, identifying the alliance as one of the most consequential opportunities available to her country’s embattled economy and fractured political landscape.
“Lebanon stands to gain immensely from a strong partnership with the UAE. From infrastructure, tourism, services, and digitization to security, administration, and job creation. This alliance can drive economic revival and lasting stability. The UAE has always stood by our side and showed up when we needed help, demonstrating that it wishes nothing but the best for the Lebanese people. Lebanon also offers the UAE major strategic opportunities as a country with vital access to the Mediterranean, opening new horizons for trade routes, regional connectivity, and economic expansion. This partnership has the potential to unlock great things, especially if peace between Israel and Lebanon is achieved soon. The UAE can offer tremendous help in this regard, particularly through the spirit and success of the Abraham Accords. Together, we can build a brighter, more prosperous future.”

His argument rests on two pillars: Lebanon’s urgent need for external investment and institutional reform, and the UAE’s strategic interest in securing Mediterranean access through a stable, cooperative Lebanon.
“Lebanon also offers the UAE major strategic opportunities as a country with vital access to the Mediterranean, opening new horizons for trade routes, regional connectivity, and economic expansion.”

He also directly links the partnership’s full potential to the prospect of an Israeli-Lebanese peace agreement, suggesting the Abraham Accords framework could provide a model and a mechanism for such normalization.
Arabic-Language Commentary Echoes the Call
The statement drew attention across Arabic-speaking audiences as well. Lebanese commentator Carolina Charles Hajjar translated and amplified Lahoud’s remarks, helping extend the message to a wider regional audience.
“Lebanon stands before an important and perhaps historic opportunity to establish a strong partnership with the United Arab Emirates. From infrastructure, tourism, services, and digitalization, to security, governance, and job creation, this alliance can lead an economic renaissance and long-term stability. The UAE has always stood by Lebanon’s side and has been present when it needed support, proving that it seeks nothing but good for the Lebanese people. Moreover, Lebanon offers the UAE major strategic opportunities, as a country with vital access to the Mediterranean Sea, opening new horizons for trade routes, regional connectivity, and economic expansion. This partnership has the potential to achieve great accomplishments, especially if peace between Israel and Lebanon is realized soon. The UAE can provide significant assistance in this field, particularly through the spirit and success of the Abraham Accords. Together, we can build a brighter and more prosperous future!”

Hajjar’s translation and amplification of the post signals the resonance Lahoud’s message has found among Lebanese diaspora and regional observers who follow the prospects of Gulf-Levant cooperation. The UAE, which normalized relations with Israel under the Abraham Accords in 2020, occupies a unique position as both a Gulf powerhouse and a proven diplomatic bridge-builder in the region.
For Lebanon, which has faced compounding crises including a catastrophic currency collapse, the devastating 2020 Beirut port explosion, prolonged political deadlock, and the spillover effects of the 2024 Israel-Hezbollah conflict, the prospect of a substantive UAE partnership represents one of the more concrete economic lifelines being discussed in Lebanese public discourse.
Whether or not the political will materializes in Beirut to pursue such a partnership remains to be seen. But voices like Lahoud’s — articulating a case that ties Lebanon’s economic recovery directly to regional peace and Gulf engagement — reflect an emerging current of thought among Lebanese professionals and civil society figures who see normalization and partnership, rather than resistance, as Lebanon’s path forward.
