Hargeisa / Jerusalem — Israel is set to become a primary partner in funding and executing some of Somaliland’s largest upcoming infrastructure and development projects, according to an announcement by Somaliland’s Minister of Water Resources.

Highlighting water management as the cornerstone of this expanding strategic partnership, the minister confirmed that Israel has already trained 50 Somaliland water engineers and has pledged advanced higher education opportunities in specialized water engineering disciplines.

The move builds on a series of high-level engagements since Israel became the first country to formally recognize Somaliland’s independence. Cooperation has focused heavily on water technology, with Israeli expertise in desalination, wastewater recycling, and efficient resource management being transferred through training programs organized by MASHAV, Israel’s Agency for International Development Cooperation, in partnership with the Israel Water Authority.

Earlier this year, the first cohort of 25 Somaliland water engineers completed specialized training in national water resources planning and management. A second group of 25 has since followed, bringing the total to 50. Officials on both sides have described the capacity-building effort as a foundation for larger-scale infrastructure projects aimed at improving water security, supporting agriculture, and strengthening climate resilience in the drought-prone region.

From Training to Investment

During recent visits, including a high-level Somaliland presidential delegation to Israel, both sides agreed to expand collaboration beyond training into concrete investment and project execution. Discussions have covered desalination systems, wastewater treatment and reuse for agriculture, monitoring technologies, and broader infrastructure development.

A Strategic Priority for the Horn of Africa

Somaliland officials have repeatedly emphasized water management as a top priority, noting that reliable access to water is essential for food security, economic growth, and long-term stability. Israeli officials have framed the partnership as mutually beneficial, combining Israel’s technological leadership with Somaliland’s development needs and strategic location in the Horn of Africa.

The announcement marks a significant deepening of bilateral ties, with water infrastructure now positioned as the central pillar of practical cooperation between the two sides.
