The International Human Rights Observatory – Africa (IHRO-Africa), through its West African Commission Forum in Lagos, has condemned reports of attacks, intimidation, looting, harassment and other forms of hostility targeting Burundian nationals and other foreign traders in Kenya.

IHRO-Africa said it was deeply concerned by the reports and stressed that no economic policy, administrative measure, political pronouncement or public statement should be used to justify violence, discrimination or intimidation against civilians on the basis of nationality.

The human rights body acknowledged clarifications from the Government of Kenya affirming that traders who meet applicable legal and documentation requirements remain protected under Kenyan law, as well as diplomatic engagements aimed at reassuring members of the Burundian community.

IHRO-Africa called for prompt and impartial investigations into reported incidents and urged the Kenyan authorities to ensure the safety and protection of all persons within the country, regardless of nationality.

It further urged that anyone found responsible for violence, looting, threats or destruction of property be held accountable in accordance with Kenyan law.

The Observatory also encouraged Kenya and Burundi to strengthen diplomatic and regional dialogue, particularly through the East African Community (EAC), to address concerns relating to migration, employment, trade and the movement of persons.

As members of the EAC and parties to the African Charter on Human and Peoples’ Rights, Kenya and Burundi have shared responsibilities to promote human dignity, peaceful coexistence, regional integration and respect for fundamental rights.

IHRO-Africa appealed to political, community, business and religious leaders to reject xenophobia, incitement and violence, while encouraging responsible public communication and peaceful resolution of disputes.

“Africa cannot build meaningful integration while Africans turn against Africans,” IHRO-Africa said, reaffirming its commitment to monitoring human-rights developments across the continent and supporting initiatives that advance justice, peace, dignity, equality and African unity.
