Somaliland’s fields have always answered to the sky. When the rains come, sorghum and maize push up through red earth from Gabiley to Borama; when they fail, as they increasingly do, entire seasons of labor are lost. A new strategy paper circulating among agricultural planners argues that this dependence can be loosened — not by wishing away the drought, but by giving farmers tools that were, until recently, associated with wealthier economies: satellite crop monitoring, solar-powered drip irrigation, and AI-driven planting advice delivered over ordinary mobile phones.

The paper, authored by researcher Mawlid Musa Ibrahim, is less a call for gadgets than a case for appropriateness. Somaliland does not need the most expensive agricultural technology on the market, it argues — it needs the technology best suited to a dry, water-scarce, largely pastoral economy, deployed in a way ordinary farmers can maintain themselves. “The objective should not simply be to introduce expensive technologies,” the strategy states, but to find tools that are affordable, scalable, and locally repairable.

Seeing the Land From AboveEyes in the Sky, and Just Above the Fields

The first layer of the strategy is information. Precision-agriculture tools — GPS mapping, soil sensors, weather stations, and farm-management software — can tell a farmer which patch of land is water-stressed before the crop shows it, and where fertilizer is being wasted rather than absorbed. Layered above that, satellite imagery can track vegetation health, drought exposure, and land degradation across the whole territory, feeding an early-warning system long before a bad season becomes a humanitarian emergency.

Drones fill the gap satellites cannot: close, farm-level detail on pest outbreaks, irrigation leaks, and crop stress. Combined with artificial intelligence trained on weather, soil, and market data, the same systems could eventually tell a farmer not just what is wrong, but when to plant, what to plant, and when the next drought is likely to bite — positioned, the paper stresses, as a decision-support aid rather than a replacement for a farmer’s own judgment.

The Scarcest ResourceWater Is the Real Currency

Nothing in the strategy matters more than water. Drip irrigation, which delivers moisture directly to a plant’s roots instead of flooding a field, sits at the center of the plan — paired with soil-moisture sensors that signal exactly when irrigation is needed, and solar-powered pumps that free farmers from the cost and unreliability of diesel generators. Somaliland’s abundant sunlight, largely untapped, could just as easily power cold storage, milk cooling, and grain drying in rural areas the national grid has never reached.

Around that irrigation core, the paper builds out a wider program of climate-smart agriculture: drought-tolerant sorghum and legumes, conservation farming, rainwater harvesting, and controlled-environment greenhouses near Hargeisa capable of supplying tomatoes, peppers, and leafy vegetables to urban markets year-round — provided, the author cautions, that water and energy costs are honestly accounted for before greenhouses are built.

Any agricultural strategy sits inside a wider economic picture. Much of rural Somaliland has never had reliable access to an agricultural extension officer. The strategy proposes closing that gap digitally — SMS and WhatsApp advisories, voice messages in local languages, and hotlines covering planting dates, animal health, and weather alerts. On the other end of the harvest, it calls for hermetic storage bags, solar dryers, and small-scale processing facilities to cut the post-harvest losses that currently erase much of a season’s gains, alongside a digital marketplace connecting farmers directly to buyers, exporters, and transport — reducing the price they lose to poor information rather than poor produce.

Because livestock remains the backbone of Somaliland’s rural economy, the paper insists technology cannot be crop-only. It proposes tighter integration between herding and farming — crop residue as feed, manure returned to the soil, mobile veterinary services, and livestock-market pricing delivered the same way crop advisories are — a loop designed to make both sides of the rural economy more resilient to the next drought, not just the current one.

Who Builds ItA Livelihood Strategy as Much as a Farming One

Perhaps the most pointed argument in the paper is that this is a jobs strategy disguised as a farming one. Drone piloting, irrigation installation, solar-pump maintenance, machinery rental, and cold-chain logistics are pitched explicitly as small-business openings for Somaliland’s youth. Women, the paper notes, stand to gain disproportionately from labor-saving technology in horticulture, dairy, poultry, and food processing — sectors where they already do much of the work with the least mechanical support.

Rather than proposing everything at once, the strategy groups its recommendations into fourteen priority programmes and a four-phase rollout — assessment, pilots, training, and finally scale-up through cooperatives, banks, and private agribusiness partners.

The strategy is careful to lower expectations of a quick fix. None of this replaces the rain, and none of it is free. But it reframes the question facing Somaliland’s agricultural sector: not whether the country can afford modern farming technology, but whether it can afford to keep going without it.
