Rubio Signs Four MOUs With Hungary and Finland, Tying Energy, Minerals and Security to Washington
In one Washington morning, the U.S. Secretary of State committed Finland to a technology and critical-minerals partnership and Hungary to new oil, gas and law-enforcement cooperation. None of it is a treaty.

WASHINGTON — The story holds up in its essentials. On October 29, 2026, U.S. Secretary of State Marco Rubio signed two memoranda of understanding with Hungary and two with Finland, presenting them as steps to diversify Central Europe’s energy supplies, harden critical-mineral and technology supply chains, and coordinate against what the administration calls “far-left terrorism,” according to the State Department.
What happened
Rubio met Finnish Foreign Minister Elina Valtonen at 9:30 a.m., signing a Critical Minerals Framework and a Technology Prosperity Deal (TPD). At 11:00 a.m. he met Hungarian Foreign Minister Anita Orbán, signing MOUs on energy infrastructure and regional energy security and on law-enforcement cooperation and information exchange, per the official schedule.
Hungary: energy and security
The Hungarian energy MOU commits Budapest to diversification under the Trump Peace Pipelines Framework (TPPF), an initiative Rubio said was announced by Energy Secretary Chris Wright at the Three Seas Initiative Summit. Its stated aim is to meet Central Europe’s energy needs through U.S. energy exports and to create alternative oil-and-gas routes and infrastructure, according to the ceremony transcript.
“Robust, resilient, and competitive.”Hungarian FM Anita Orbán on the energy ecosystem Hungary wants to build
Orbán described the agreement as a step toward making Hungary a regional energy supplier, with predictable and affordable supplies for consumers and industry. The pact is therefore less a single pipeline contract than a political framework for future U.S.-Hungarian energy projects, investment and supply diversification.
The security MOU is narrower but politically significant. It expands existing cooperation to “prevent, detect, and prosecute” violence attributed to left-wing groups. Rubio said the target is cross-border networks allegedly attacking police, critical infrastructure, monuments and other symbols; Orbán specifically named “Antifa Ost.”
Finland: minerals and technology
The Critical Minerals Framework targets the upstream and midstream parts of strategic supply chains. Finland’s government says it is meant to improve conditions for U.S. investment in Finnish mineral processing and refining, plus research on mineral circularity, resource efficiency and advanced materials, according to the Finnish government.
The Technology Prosperity Deal is much broader. Tap a workstream below to see what its published text covers.

“The foundation of tech.”Secretary Rubio on the minerals agreement, while praising Finland’s strengths in quantum, telecom, nuclear energy, space, engineering and biotech
The signing ceremony remarks show the minerals deal framed as the base layer for everything else.
Strategic context
The signings fit a broader U.S. effort to bind European partners more tightly into American supply-chain, energy and security networks amid Russia’s war in Ukraine. Finland brings NATO membership, advanced technology, Arctic expertise and mineral-processing potential; Hungary offers a Central European energy corridor and a government receptive to closer ties with Washington.
The Finland agreements are the more concrete of the two sets: the White House published a full MOU with defined workstreams, while the Hungarian agreements appear, from available official material, to be high-level political commitments requiring later implementation plans. Orbán said the MOUs were “key milestones” but “part of the process,” and that she was leaving with concrete next steps.
| Partner | Signed documents | Main purpose |
|---|---|---|
| Finland | Critical Minerals Framework; Technology Prosperity Deal | Secure minerals and technology supply chains; cooperate on AI, telecom, quantum, energy, space, defense, biotech and Arctic technologies. Source |
| Hungary | Energy Infrastructure and Regional Energy Security MOU; Law Enforcement Cooperation and Information Exchange MOU | Expand U.S.-linked oil and gas infrastructure under the Trump Peace Pipelines Framework; increase information sharing against violent left-wing networks. Source |
Bottom line
- Hungary: a U.S.-backed push to diversify Central European oil and gas away from Russian-linked routes, paired with a politically charged law-enforcement intelligence-sharing pact. Read the remarks
- Finland: a supply-chain and technology alliance spanning critical minerals, AI, quantum, telecom, nuclear and fusion energy, space, defense and Arctic shipbuilding. Finnish government statement
- Legal weight: these are memoranda of understanding, not ratified treaties; at least the Finnish TPD expressly states it is non-binding and commits no funds. Read the MOU text
