
ISFA Gabiley Clarifies Arabsiyo Chapter Leadership: Documents, Not Titles, Must Decide Representation

GABILEY DISTRICT, Somaliland — The Israel–Somaliland Friendship Association (ISFA), Gabiley District, issued an Official Clarification Notice on 7 October 2026 on the recruitment, appointment and representation of its Arabsiyo Town Chapter, saying that statements circulating during October may have created confusion over who holds authority in Arabsiyo.
The notice stresses it is not a personal attack, a political statement or a judgment on any individual. It sets out what it calls an objective principle: ISFA leadership and representation should rest on documented institutional procedures and authorized records.

The February 2026 vacancy
According to the notice, ISFA Gabiley District publicly advertised in February 2026 for a Head of Chapter – Arabsiyo Town, a formal opportunity for interested individuals to apply. ISFA says the process was institutional rather than an informal personal arrangement, and points to the original announcement as the reference point for the timeline: the original Facebook announcement.

The identity of the person who applied and was nominated or appointed, and the original publication date, should be checked against that announcement and ISFA’s records, the notice says.
History versus authority
The notice recalls that the former political organization Nasiye, active around 2012, was chaired by Ahmed Mahmoud Omar, also known as Ahmed Talyani or Ahmed Mohamed Omar. It also acknowledges that Mr. Ahmed has, for several months, taken part as a member in groups and initiatives founded by the Founder of the African Abrahamic Movement and Co-Founder of ISFA.
ISFA draws a line, however, between participation and formal authority. “Past leadership of Organization A ≠ automatic leadership or representation of Organization B,” it states. The notice says its clarification “should not be interpreted as a personal accusation against Mr. Ahmed or any other individual” and that his contributions can be respected while the distinction is maintained.
What counts as proof
ISFA lists the acceptable evidence of a position: an official appointment letter; a documented nomination and approval; an official ISFA announcement; an authorized organizational record; confirmation from recognized Gabiley District leadership; or an official communication through an authorized channel.

One standard for everyone
ISFA says the test applies equally to founders, co-founders, long-term members, community leaders, former political figures, friends of organizational leaders and newly appointed representatives alike: what is the documented institutional basis for the position being claimed?
Rather than telling someone “You are not legitimate,” the notice suggests the professional response is: “Please provide the official appointment or authorization confirming your representation of ISFA.” The association warns that competing claims to one post produce a chain of “confusion, miscommunication, loss of confidence and institutional dispute,” and says documentation prevents it.
Appeal to the public and media
ISFA asks community members, partners and media organizations to verify questions about the Arabsiyo chapter, including recruitment, applicants, nomination, appointment, leadership and current status, through recognized ISFA Gabiley District leadership and official records, and to avoid circulating unverified information or attributing statements to the association without confirmation. It welcomes the presentation of documents by anyone who disputes the position so the matter can be reviewed “objectively, fairly, respectfully, and professionally.”
The association closed with its guiding principles: truth, transparency, accountability, peace, friendship, respect and community cooperation.
