From cracked riverbeds to a national seed system — a blueprint for moving Somaliland’s farmers out of the emergency-response cycle and into climate-resilient, market-ready agriculture.
Across Somaliland’s plains, the arithmetic of survival has long been brutally simple: when the rains fail, so does the harvest, and when the harvest fails, families move from farming to waiting — for food aid, for water trucks, for the next rainy season that may or may not come. It is a cycle that has defined agriculture in the territory for a generation. But a newly outlined development framework argues that this cycle is not inevitable, and that Somaliland has a real, buildable path from emergency response to a productive, climate-resilient farming economy.
Agriculture remains central to Somaliland’s food security, rural incomes, and employment, yet production is constrained by unreliable rainfall, recurrent droughts, water scarcity, land degradation, limited access to quality seeds and inputs, weak technology, and fragile market systems. The proposed response is not another emergency package — it is a set of seventeen interlocking programs meant to rebuild agriculture from the ground up, starting with water and land and ending with markets and export.

The framework’s logic runs in a single line, and it is worth holding onto as a map for everything that follows:
Every one of the seventeen programs below exists to strengthen one link in this chain — because, as the brief notes, a good harvest that cannot reach a paying market is not yet a solution to poverty.
Why This Matters Now
Somaliland sits in one of the most climate-exposed corners of the Horn of Africa. Recurrent droughts have pushed pastoral and farming communities alike toward the same conclusion: incremental fixes are no longer enough. What is being proposed instead is a shift in posture — from reactive relief toward long-term investment in irrigation, climate-smart farming, agricultural research, improved seeds, extension services, value chains, and agro-processing, treated as one connected system rather than separate projects competing for the same scarce funding.
The Seventeen Programs
Taken together, these programs form a full-spectrum agricultural strategy. Five are marked below as the framework’s own top priorities — the foundation the rest is meant to be built on.
Irrigation and Water Management
Positioned as the single highest priority. The program centers on small dam construction and rehabilitation, water ponds and reservoirs, agricultural wells, solar-powered pumps, drip and sprinkler systems, rainwater harvesting, and farmer training on efficient water use.

Given Somaliland’s vulnerability to drought and climate variability, the program promotes conservation agriculture, crop rotation, intercropping, mulching, agroforestry, drought-tolerant crops, soil-moisture conservation, and early-warning climate information for farmers.
Soil Health and Fertility Management
Land degradation and declining fertility are addressed through soil-testing laboratories, soil-quality mapping, compost and organic fertilizer production, terracing, soil bunds, check dams, and erosion control — tailored to each agricultural area rather than a single blanket approach.
Agricultural Extension Services
A national extension program built around agricultural officers, Farmer Field Schools, demonstration farms, mobile advisory services, agricultural radio, and digital information tools — giving farmers continuous access to technical knowledge on irrigation, seeds, pests, soil, and marketing.
Agricultural Mechanization
Rather than asking every farmer to buy expensive machinery, the program proposes shared machinery hiring centers for tractors, planters, harvesters, threshers, water pumps, solar irrigation equipment, and post-harvest machinery.
Agricultural Finance and Credit
An Agricultural Development Fund, low-interest loans, revolving funds, credit-guarantee schemes, Islamic agricultural finance, microfinance for smallholders, and agricultural insurance — addressing the basic fact that many farmers cannot afford inputs without credit.
Farmers’ Cooperatives Development
Cooperatives give smallholders collective access to machinery, seeds, fertilizers, storage, transport, processing equipment, and markets — with deliberate inclusion of women and young people at the center of the model.
Agricultural Value Chain and Marketing
Investment in farmer collection centers, warehouses, cold storage, agricultural markets, market-information systems, packaging, transport, and agro-processing — closing the gap between what farmers grow and what farmers can actually sell for a fair price.
Agro-Processing Development
A push beyond raw commodity sales, toward small and medium enterprises producing sorghum and maize flour, sesame and groundnut oil, processed tomato products, dried vegetables, fruit juices, and animal feed — with real employment potential for youth and women.
Agricultural Research
Stronger research centers focused on seeds, soil, water use, climate-smart methods, crop trials, and pest and disease control — built to answer one practical question: which crops, technologies, and irrigation systems actually suit each part of Somaliland.
Crop Pest and Disease Management
A national system for pest surveillance, early warning, farmer training, Integrated Pest Management, safe pesticide use, biological control, and agricultural quarantine — designed to catch outbreaks before they become losses.
Integrated Crop-Livestock Agriculture
Because livestock anchors so much of Somaliland’s economy, this program links fodder production, crop-residue use, fodder banks, compost and manure management, and rangeland restoration directly into farming systems.
Agricultural Land Management
Agricultural land mapping, soil mapping, land-use planning, protection of productive land, prevention of degradation, and management of land-use conflicts — the administrative backbone that keeps the other programs from working at cross purposes.
Youth and Women in Agriculture
A Young Farmers Program offering training, land access, inputs, seeds, irrigation, financing, market access, and business-development support — alongside dedicated support for women in horticulture, poultry, dairy processing, food processing, and marketing.
Digital Agriculture and Information Systems
A Somaliland Agricultural Information System tracking rainfall, cultivated land, production, market prices, seeds, water resources, pests and diseases, drought early warning, and farmer and cooperative data — giving government, investors, and partners a real picture of where investment is needed most.
Investment and Public–Private Partnerships
Because government financing alone cannot cover the full cost of transformation, the framework calls for partnerships with domestic investors, the Somaliland diaspora, agribusiness companies, banks, and development organizations — prioritizing irrigation, agro-processing, cold storage, seed systems, machinery, and market infrastructure.
The Bottom Line
None of these seventeen programs is meant to stand alone. The framework’s own conclusion is blunt about this: seeds and fertilizer are not a strategy by themselves. What Somaliland needs, the brief argues, is an integrated system — one that starts with land and water and ends with markets, processing, and value chains that actually pay farmers back for their work.
If irrigation, seeds and research, climate-smart soil practices, finance and cooperatives, and value-chain development move forward together rather than in isolation, the framework projects a tangible payoff: higher domestic food production, new employment, stronger farmer incomes, improved food security, and an agricultural economy built to withstand the droughts that will keep coming.
For a territory that has spent decades responding to crisis after crisis, that would mark a genuine turn — from surviving the next drought to building an economy that no longer breaks under one.
