Texas AG Paxton Files Landmark Lawsuit to Ban CAIR and Muslim Brotherhood from Operating in Texas
In a bold move to protect Texans from what he describes as terrorist organizations, Attorney General Ken Paxton has filed a comprehensive lawsuit against the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR), seeking to permanently ban these groups from operating within the state.
The lawsuit, filed recently, targets the Muslim Brotherhood, CAIR, and CAIR’s Austin, Houston, and Dallas-Fort Worth chapters, alleging that these organizations constitute a national security threat and operate in violation of multiple Texas state laws. Attorney General Paxton’s action represents one of the most significant state-level challenges to CAIR’s operations in recent history.
The Allegations: A Three-Decade Covert Operation
According to the lawsuit, the Muslim Brotherhood is characterized as a radical terrorist organization that exists to usurp governmental power and establish dominion through sharia law. The legal filing alleges that for three decades, the Muslim Brotherhood has covertly operated in the United States under the name CAIR—the Council on American-Islamic Relations—as its American chapter.
Key Evidence Cited in the Lawsuit:
CAIR-Texas’s founding board member was convicted in 2008 of funneling $12.4 million to Hamas through the Holy Land Foundation. CAIR was named an unindicted co-conspirator in that case, establishing what the lawsuit describes as “unquestionable” terrorist ties.
The legal action asserts that the Muslim Brotherhood and CAIR are in violation of several state laws, including Texas’s ban on any entity engaging in terrorism, Texas’s prohibition of transnational criminal organizations owning property, and public nuisance statutes barring radical groups from engaging in gang activities.
“Sharia law and the jihadists who follow sharia law have no business being in Texas. I am in full support of Governor Abbott’s lawful declaration that CAIR and the Muslim Brotherhood are foreign terrorist organizations, and it’s imperative that they are stopped from operating in Texas. Radical Islamic terrorists are antithetical to law and order, endanger the people of Texas, and are an existential threat to our values.”
Scope of the Lawsuit
Attorney General Paxton’s lawsuit seeks comprehensive measures to end the operations of the Muslim Brotherhood and CAIR in Texas. The proposed remedies include prohibiting the organizations and their affiliates from owning property in the state and preventing them from soliciting or recruiting members within Texas borders.
The full lawsuit is available for public review here, providing detailed legal arguments and supporting evidence for the state’s case.
Investigating the “Sharia City” Development
In related enforcement action, Attorney General Paxton has also launched an investigation into what has been described as a potentially unlawful “sharia city” development in Kaufman County. Public reporting indicates that a U.S. subsidiary of Dubai-based development company SEE Holding, in connection with Kaufman Solar LLC, has purchased thousands of acres near Kaufman, Texas.
The proposed development has been alleged to be for the purpose of creating a “sustainable city,” with reports suggesting that as many as 20,000 foreign nationals could potentially move into the new development. Many Texans have raised concerns that this could be an illegal development designed to function as a “sharia city.”
Investigation Details:
- Requests to Examine (RTEs) have been sent to SEE Holding and Kaufman Solar LLC
- The documents demand information about communications with local, county, and state officials
- Investigation includes examining the relationship between the two companies
- Authorities are reviewing all aspects of the development and real estate acquisition in Texas
“There will be no ‘sharia city’ in Texas under my watch. While you’re on American soil, you will obey America’s laws. I have launched this investigation to determine the nature of this development in Kaufman County and will be thoroughly investigating this matter for any unlawful actions.”
Muslim Women’s Rights Advocate Speaks Out
Dr. Anila Ali, president and CEO of the American Muslims Multifaith Women Empowerment Council, has registered her support and concerns through social media, highlighting what she describes as systematic silencing of moderate Muslim voices who stand against Islamist organizations.
Dr. Ali, addressing Wikipedia co-founder Jimmy Wales and various government officials, questioned why her organization—the first Muslim women’s civil rights organization founded in 2011—continues to be blocked on Wikipedia while standing up to what she characterizes as Islamist groups like CAIR from 9/11 to October 7.
In a series of statements, Dr. Ali revealed her personal experience as a retired public school teacher who was “squeezed out by woke antisemitic educationists in California public schools.” As a Muslim American teacher, she stood with her Jewish colleagues, teaching World War II and the Holocaust together to educate young people about the dangers of hate.
“I strictly told my students Wikipedia is not a valid source—it’s written by people, and it has biases. Thank God for that! Look at how gloriously they portray the terrorist organization, Hamas—it’s a ‘resistance movement!'”
Concerns About Information Warfare
Dr. Ali has raised serious concerns about what she describes as Muslim Brotherhood influence in American institutions, suggesting that Wikipedia appears to function as “a platform for Muslim Brotherhood and Islamism in America.” She has called for the platform to be banned from every classroom and university in America.
Addressing Secretary Rubio and Education Secretary McMahon, Dr. Ali stated: “You want to save America from Hamas & Muslim Brotherhood—ban Wikipedia and its sister org, Al Jazeera! And that will only be a start because their roots are so deep down into American institutions that this is just the tip of the iceberg.”
She also raised concerns about Qatar’s potential influence, questioning reports about Qatar wanting to purchase AI Google and asking whether certain media figures might be “quietly promoting Qatari Muslim Brotherhood narratives.”
Silencing Pro-Israel Voices
Dr. Ali has documented her organization’s experience of being systematically removed from Wikipedia platforms. According to her statements, pages for the American Muslims Multifaith Women Empowerment Council (#Ammwec), herself (#AnilaAli), and colleague #SorayaDeen were all taken down.
“Because we stood up for #Israel and called out the lies. Banned and blocked from Wikipedia since 2014 because we had the moral clarity to see what the radical left was doing.”
Dr. Ali recounted that when she wrote to Wikipedia founder Jimmy Wales suggesting that his editors might have a bias against Israel, Wales “took offense and fired back with a personal attack simply because I dared to raise the issue.” She characterized this as part of a broader pattern where “the radical left silences diverse opinions and voices, and if they happen to have a positive opinion of Israel and Jews, they are banned from his platform.”
What Comes Next
As Attorney General Paxton’s lawsuit moves through the Texas legal system, it is expected to face significant legal challenges and could set precedents for how states address organizations with alleged terrorist connections. The case will likely involve extensive legal arguments about First Amendment protections, terrorism designations, and state authority to regulate organizations within their borders.
Meanwhile, Dr. Ali’s advocacy continues to highlight concerns from moderate Muslim voices about what they describe as Islamist influence in American institutions and the systematic silencing of those who speak out against such influence.
The convergence of these legal and social movements represents a critical moment in ongoing debates about national security, religious freedom, and the boundaries of acceptable organizational activity in the United States.
