
Washington, D.C. – A growing chorus of experts is calling on Congress to launch a full-scale investigation into what they describe as a vast, taxpayer-funded network of radical, left-wing non-profits that have received billions of dollars under the Biden administration to support and enable illegal immigration across the United States.
During a July 16 hearing before the House Committee on Homeland Security, Michael Howell, President of the Oversight Project, testified that over $6 billion has been funneled through 15 U.N. agencies and 230 non-governmental organizations (NGOs) between 2021 and 2024 to support the federal government’s controversial immigration strategies. The Biden administration’s so-called “open border” policies, Howell argued, would not have been operationally feasible without the active and taxpayer-funded participation of these NGOs.
“The Biden administration turned the Border Patrol into nothing more than a welcome center, a day care, and glorified Uber drivers,” Howell stated during his testimony. “Open borders organizations facilitated mass migration of illegal aliens throughout the interior of the United States.”

Howell’s watchdog group has documented multiple instances of misconduct among these NGOs, including distributing false residency documents, advising illegal migrants to lie to U.S. law enforcement, and even encouraging migrants to vote for Joe Biden once inside the United States.
His testimony was echoed by Scott Walter, President of the Capital Research Center (CRC), who testified to the House Judiciary Committee’s Subcommittee on Oversight the day before. Walter warned that the 230 NGOs identified were just the tip of a massive iceberg—part of a larger ecosystem of over 35,000 far-left nonprofits, many of which receive hundreds of billions in federal funds annually.
“Just in the first month of the current administration, 15 groups who had received federal cash from the previous administration sued the current administration … over $1.6 billion in funding,” Walter said.
Organizations mentioned include:
- Church World Services
- Northwest Immigrant Rights Project
- AIDS Vaccine Advocacy Coalition
- National Urban League, which reportedly received $80.3 million in grants between 2021 and 2024
Walter also criticized these organizations for blurring the lines between nonprofit work and political campaigning, particularly referencing the National Urban League’s public praise of Biden, its attack on Donald Trump’s VP pick J.D. Vance, and its president’s speech at the 2024 Democratic National Convention—despite its 501(c)(3) status prohibiting political activity.
“The League attacks voter ID as ‘racially-targeted voter suppression,’ calls objections to DEI policies ‘white supremacist,’ and characterized the criminal justice system as plagued by ‘brutality,’” Walter noted. “And it called the overturning of Roe v. Wade ‘horrifying.’”
Demands for Reform
Both Howell and Walter are urging Congress to:
- Ban the allocation of federal funds to any group aiding illegal immigrants
- Impose strict transparency requirements on all NGOs receiving federal money
- Disclose EINs and subgrantee information on platforms like USASpending.gov
- Restrict foreign-funded nonprofits from political engagement
“Congress needs to legislate the obvious: No money can ever go to any organization that in any way helps illegal immigrants,” Walter told The Washington Stand. “Illegal immigration and illegal presence are illegal. This isn’t rocket science.”
As both the Homeland Security and Judiciary Committees continue their investigations, public scrutiny over how U.S. tax dollars are being used to facilitate mass illegal immigration and promote partisan ideological agendas is expected to intensify heading into the 2024 election cycle.
